The GSMA explores how Mobile Network Operators (MNOs) can ensure inclusion in social cash transfers (SCTs)

SCTs are a means of transferring social benefit payments online, which are becoming an increasingly ubiquitous means of providing financial support to citizens.

“This study explores the opportunity for MNOs to support SCT programmes in the disbursement process, particularly in the identification and verification of beneficiaries.”

Through case studies in both Kenya and Malawi, the GSMA concluded that both regions would benefit from the verification services and mobile money payment services that MNOs can provide.

Some populations continue to experience higher levels of exclusion from social safety net programmes, including SCTs… As the most ubiquitous technology on the planet, mobile is uniquely positioned to support institutions with these challenges and ensure their target populations can fully participate in these programmes
