Huduma Namba to Exclude Millions of Kenyans, Violates Court Orders

Despite Kenya’s identity system being halted by the High Court, people’s data is still being processed

This article outlines the groups within Kenyan society that will be excluded if the implementation of Huduma Namba goes ahead. These include Kenyans without official documentation, those whose fingerprints are unreadable by biometrics, and stateless populations.

People who are excluded from the identity system will be unable to access vital services, as well as employment, and will be disenfranchised during elections. The author writes that Huduma Namba ultimately threatens the human rights and quality of life of millions of citizens.

The government should, therefore, withdraw the regulations, until they fully address exclusion – including the enrollment of people without identity documents and those with biometric challenges, as directed by the High Court in its January 2020 orders on NIIMS
