Evaluating Digital ID in Africa

Digital ID systems in Africa will be assessed due to concerns over their regulation

This article advocates a rights-based approach which incorporates safeguards into digital ID programs - following concerns about the increased use and collection of biometric data, and the risks of storage on vulnerable databases.

"A lack of clearly articulated and enforced controls around who can access this information, and how this information is processed, leaves scope for surveillance by both state and private actors."

To regulate these rapidly emerging ID systems, the Centre for Internet and Society has developed an Evaluation Framework, to use alongside Research ICT Africa to specifically assess the digital ID systems on the African continent.

This framework is a series of questions against which digital ID programs across jurisdictions may be tested
