Biometric Citizen Identification to Enhance Voter Registration and Identification in Zambia

– Biometric Update

The Zambian government hopes to implement biometric registration of all citizens this year

The digital identity system will replace a manual system, which was subject to identity fraud and posed challenges across financial institutions and social services in the country. It will also create a new voter register for the country’s elections next year.

Kapyongo, the Home Affairs Minister, is quoted as explaining the following:

“The electronic identity card will act as a single most secure source of verifying and identifying citizenship status of persons living in Zambia whether indigenous citizens, residents or immigrants and facilitate access to transactional and non-transactional public services.”

In order to achieve the above and safeguard the rights of citizens, the government will invoke section 4 of the National Registration Act Chapter 126 and appoint public officers as registrars to ensure uniformity in the collection of biometric data.

Biometric Citizen identification is intended to enhance the security system of the country through proper identification of citizens culminating in improved service delivery, identity verification and significant savings in social cash transfers
